To cut blinds start by marking a straight line on the head rail where you want to cut it using a pencil. Use your measuring tape and measure the vertical height distance of the window opening from the where the rod will be to an inch or so above floor level. Wrap the slats with masking tape to prevent chipping. Small cuts will result in a jagged bottom edge.

Step 3 mark and cut blinds. Then use a hacksaw or tin snips to cut the head rail along the line. Make sure that the masking tape covers the entire area you are cutting. Using a clamp or rubber bands secure the slats together into position.
